₹6,000 MONTHLY SUPPORT FOR DISABLED PERSONS IN DELHI UNDER THE HIGH SUPPORT NEEDS FINANCIAL ASSISTANCE SCHEME
1. WHAT IS THE SCHEME This scheme provides monthly financial assistance of ₹6,000 to persons with benchmark disabilities who require high support for daily living. The assistance helps meet expenses related to caregivers, therapies, medical treatment, counselling, assistive devices, and rehabilitation. The support is provided till the lifetime of the beneficiary, subject to eligibility. *Please note that some information may be subject to change with future amendments, and occasional inaccuracies may persist despite best efforts. Readers are advised to cross-check statutory references with the latest official sources. 2. WHO IS ELIGIBLE Any person with a benchmark disability (40% or more) who: 1. Has a permanent disability certificate under the RPwD Act, 2016 2. Is a resident of Delhi for at least 5 years 3. Scores 60–100 in the High Support Assessment by the Assessment Board 4. Has annual family income below ₹1 lakh 5. Is not a government employee 6. Possesses a valid Aadhaar card showing Delhi address is eligible for this scheme. 3. DOCUMENTS REQUIRED Applicants must submit: 1. Proof of residence (any one of 13 documents such as ration card, voter ID, passport, electricity bill, bank passbook, etc.) 2. Self-declaration of annual family income 3. Bank account details (for PFMS payment) 4. One passport size photograph 5. Permanent disability certificate If no residence proof is available, a Gazetted Officer’s certificate is required. 4. WHO ARE NOT ELIGIBLE The following persons are not eligible: 1. Those without benchmark disability certification 2. Non-residents of Delhi or residents for less than 5 years 3. Applicants with family income above ₹1 lakh per year 4. Government employees 5. Persons already receiving monthly financial assistance from any other government scheme 5. HOW TO APPLY Applications must be submitted online through the e-District Portal of Delhi to the concerned District Social Welfare Office. After scrutiny, the application is forwarded to the Assessment Board, which completes evaluation within 90 days. Once approved, the District Social Welfare Officer (DSWO) issues the sanction within 15 days. 6. WHERE TO APPEAL AFTER REJECTION If an application is rejected or there is any grievance, the applicant can appeal to the Director of Social Welfare, Delhi. The decision of the Director is final and binding. 7. BENEFITS OF THIS SCHEME 1. Provides ₹6,000 per month as direct financial support 2. Helps cover caregiver costs, therapies, and medical needs 3. Ensures financial dignity and independent living for persons with severe disabilities 4. Money is transferred directly through Aadhaar-linked PFMS for transparency 5. Continues for the entire lifetime of the beneficiary, subject to conditions 8.ASSESSMENT BOARD DECISION IS FINAL The High Support Assessment Score (60–100) given by the official Assessment Board is final and binding. No separate medical report or hospital certificate can replace or override this assessment. 9. RECOVERY & PENALTY FOR FALSE INFORMATION If any person is found to have: Given false income details, Hidden employment status, or Continued taking money after the beneficiary’s death, then: The full amount will be recovered, and Legal action can be taken under Section 91 of the RPwD Act, 2016. 10. BENEFIT CONTINUES EVEN AFTER DEATH (IF DUE) If the beneficiary dies and pending payments for earlier months are still due, that amount will be paid to the family/nominee. However, the family must inform the department within one month of death. 11. DISTRICT CHANGE MUST BE REPORTED If the beneficiary shifts residence to another district in Delhi, the case must be officially transferred through the District Social Welfare Office. Payments may stop temporarily if this is not updated. 12. CAN BE AVAILED ALONG WITH SOME SCHEMES Beneficiaries can also receive benefits from:National Family Benefit Scheme (NFBS), Delhi’s Financial Assistance for Persons with Special Needs But they cannot receive any other monthly cash assistance scheme from Central or Delhi Government.
